Such was the state of affairs at home and abroad during the recess of 1829. The Government hoped that by the mollifying influence of time the rancour of the Tory party would be mitigated, and that by the proposal of useful measures the Whig leaders would be induced to give them their support, without being admitted to a partnership in power and the emoluments of office. But in both respects they miscalculated. The Duke met Parliament again on the 4th of February, 1830. It was obvious from the first that neither was Tory rancour appeased nor Whig support effectually secured. The Speech from the Throne, which was delivered by commission, was unusually curt and vague. It admitted the prevalence of general distress. It was true that the exports in the last year of British produce and manufacture exceeded those of any former year; but, notwithstanding this indication of an active commerce, both the agricultural and the manufacturing classes were suffering severely in "some parts" of the United Kingdom. There was no question about the existence of distress; the only difference was as to whether it was general or only partial. In the House of Lords the Government was attacked by Earl Stanhope, who moved an amendment to the Address. He asked in what part of the country was it that the Ministers did not find distress prevailing? He contended that the kingdom was in a state of universal distress, likely to be unequalled in its duration. All the great interestsagriculture, manufactures, trade, and commercehad never at one time, he said, been at so low an ebb. The Speech ascribed the distress to a bad harvest. But could a bad harvest make corn cheap? It was the excessive reduction of prices which was felt to be the great evil. If they cast their eyes around they would see the counties pouring on them spontaneously every kind of solicitation for relief; while in towns, stocks of every kind had sunk in value forty per cent. The depression, he contended, had been continuous and universal ever since the Bank Restriction Act passed, and especially since the suppression of small notes took effect in the beginning of the previous year. Such a universal and continued depression could be ascribed only to some cause pressing alike upon all branches of industry, and that cause was to be found in the enormous contraction of the currency, the Bank of England notes in circulation having been reduced from thirty to twenty millions, and the country bankers' notes in still greater proportion. The Duke of Wellington, in reply, denied that the Bank circulation was less than it had been during the war. In the former period it was sixty-four millions, including gold and silver as well as paper. In 1830 it was sixty-five millions. It was an unlimited circulation, he said, that the Opposition required; in other words, it was wished to give certain individuals, not the Crown, the power of coining in the shape of paper, and of producing a fictitious capital. Capital was always forthcoming[308] when it was wanted. He referred to the high rents paid for shops in towns, which were everywhere enlarged or improved, to "the elegant streets and villas which were springing up around the metropolis, and all our great towns, to show that the country was not falling, but improving." After the Duke had replied, the supporters of the amendment could not muster, on a division, a larger minority than nine. In the House of Commons the discussion was more spirited, and the division more ominous of the fate of the Ministry. The majority for Ministers was only fifty-three, the numbers being 158 to 105. In the minority were found ultra-Tories, such as Sir Edward Knatchbull, who had proposed an amendment lamenting the general distress, Mr. Bankes, Mr. Sadler, and General Gascoigne, who went into the same lobby with Sir Francis Burdett, Lord John Russell, Mr. Brougham, Mr. Hume, and Lord Althorp, representing the Whigs and Radicals; while Lord Palmerston, Mr. Huskisson, Mr. Charles Grant, and Sir Stratford Canning represented the Canning party. No such jumble of factions had been known in any division for many years.In general art the names of Fuseli, Northcote, and Stothard stand eminent, and were the foremost contributors to Alderman Boydell's celebrated Shakespeare Gallery. There were also Hoppner, Beechey, Morland; in Scotland, Sir William Allan and Sir Henry Raeburn. In caricature Gillray was a worthy successor to Hogarth.

THREE:Mr. J. F. Maguire, who writes as an eye-witness of the scenes he describes, referring to the spring of 1847, says:"The famine now raged in every[541] part of the afflicted country, and starving multitudes crowded the thoroughfares of the cities and large towns. Death was everywherein the cabin, on the highway, in the garret, in the cellar, and even on the flags or side-paths of the most public streets of the city. In the workhouses, to which the pressure of absolute starvation alone drove the destitute, the carnage was frightful. It was now increasing at prodigious pace. The number of deaths at the Cork workhouse in the last week of January, 1847, was 104. It increased to 128 in the first week in February, and in the second week of that month it reached 164; 396 in three weeks. During the month of April as many as thirty-six bodies were interred in one day in that portion of Father Mathew's cemetery reserved for the free burial of the poor; and this mortality was entirely independent of the mortality in the workhouse. During the same month there were 300 coffins sold in a single street in the course of a fortnight, and these were chiefly required for the supply of a single parish. From the 27th of December, in 1846, to the middle of April, in 1847, the number of human beings that died in the Cork workhouse was 2,130! And in the third week of the following month the free interments in the Mathew cemetery had risen to 277as many as sixty-seven having been buried in one day. The destruction of human life in other workhouses of Ireland kept pace with the appalling mortality in the Cork workhouse. According to official returns, it had reached in April the weekly average of twenty-five per 1,000 inmates; the actual number of deaths being 2,706 for the week ending the 3rd of April, and 2,613 in the following week. Yet the number of inmates in the Irish workhouses was but 104,455 on the 10th of April, the entire of the houses not having then been completed.

TWO:On the 9th of October the King of Prussia issued a manifesto from his headquarters at Erfurt, calling attention to the continual aggressions of Francethose aggressions which Prussia had so long watched in profound apathy, and which, by timely union with Austria and Russia, might have been checked. But Prussia had, by her mean conduct, now stripped herself of all sympathy and all co-operation. She would have been very glad indeed of the money of Great Britain, but she had so far favoured the very aggressions of Buonaparte of which she now complained as to receive Hanover from him, and could not even now find it in her heart to surrender it, and make a powerful friend by that act of justice. The Emperor of Russia was willing to co-operate, but Prussia had made her hostile manifestations before Alexander could approach with his army. In reply to the intimations of Prussia, that she would be glad of the support of Britain, Lord Morpeth was sent to Berlin; but the language of the Prussian Ministry was still of the most selfish and impolitic character, and Lucchesini told Lord Morpeth that the fate of[526] Hanover must depend on the event of the coming war. With such a Power no union could take place, and in this isolated and pitiable condition Prussia was left to try her strength with Napoleon. As for that ambitious soldier, he desired nothing so much as this encounter with Prussia; he saw in it the only obstacle to his complete dominion over Germany, and he was confident that he should scatter her armies at the first shock.

THREE:The history of this question of Jewish Emancipation gives proof, as striking as any upon record, of the obstinacy and tenacity of prejudice established by law, although no possible danger could arise to the British Constitution from the admission of the Jews; although Mr. Salomons had been elected Sheriff of London in 1835, and a Bill was passed to enable him to act; although the year after, Mr. Moses Montefiore was likewise elected Sheriff of London, and knighted by the Queen; although in 1846 Jews elected to municipal offices were relieved by Parliament from taking the oaths;[605] although Baron Rothschild and Alderman Salomons had been repeatedly elected by immense majorities; although Bills for emancipating the Jews, the only class of her Majesty's subjects still labouring under political disabilities on account of their religion, were passed year after year by the House of Commons, but were indignantly rejected by the House of Lords. At length, in 1858, the Commons were obliged to admit the Jews by a resolution of their own House, but it was not till 1860 that an Act was passed permitting Jewish members of Parliament to omit from the oath the words "on the true faith of a Christian."The receipt of such proposals in England produced the utmost consternation in the Cabinet. Townshend, in an "absolutely secret" answer to Stanhope, expressed the concern both of himself and the Prince of Wales at the prospect of a rupture with the Czar, who would seize the British ships and subjects in Russia, and prohibit the supply of naval stores from his kingdom, and that especially at a crisis when England was threatened with an invasion from Sweden and a rising of the Jacobites. He did not deny that there was a great risk of both these kingdoms and the German empire being exposed to imminent danger by the designs of the Czar on the whole coast of the Baltic, a danger which he might, had he dared, truly have attributed to George's own deeds by offending Sweden, instead of uniting with it to counterbalance the Czar's plan of aggrandisement. Fortunately, the Czar was induced, by the combined remonstrances of Austria, Denmark, and Sir John Norris, to abandon his projects for the moment, at least in Germany, and to withdraw his troops from Mecklenburg.

THREE:On the 16th of June, just as the House was growing impatient for prorogation, Lord North, who earlier in the Session had made some unsuccessful negotiations with the Whigs, announced intelligence which put such prorogation out of the question. He informed the House that the Spanish Ambassador had delivered a hostile manifesto and had thereupon quitted London. On the 17th a Royal Message was delivered, asserting his Majesty's surprise at this act of Spain, and declaring that nothing on his part had provoked it. But it by no means took anybody else by surprise, and the Opposition strongly reproached Government for not giving credit to their warnings on this head. In the Commons, Lord John Cavendish, and, in the Lords, the Earl of Abingdon and the Duke of Richmond, moved that the fleet and army should be immediately withdrawn from America, that peace be made with those States, and all our forces be concentrated in chastising France and Spain, as they deserved, for their treachery and unprovoked interference. They called for a total change of Ministers and measures.

TWO:Though a declaration of war had been issued both against France and Holland, there had been none against Spain. But Ministers hearing that a strong Spanish armament was being equipped in the port of Ferrol, and that French soldiers were expected to join and sail in it, despatched Captain Graham Moore, the brother of Sir John Moore, with four frigates to intercept four Spanish treasure-ships. The proceeding was certainly high-handed, but Ministers were justified by their knowledge that Spain paid subsidies to France. The Spaniards were furious in their indignation; an order was speedily issued to make reprisals on British ships and property, and on the 12th of December war was formally proclaimed against us.$69/m

TWO:No sooner, therefore, had the Parliament closed and the king set out to Hanover, than Ministers sent off William Stanhope to Madrid to procure a treaty of peace without any mention of Gibraltar. On arriving at Madrid he found that the Court had removed to Seville, in Andalusia. This had been done by the influence of the queen, in order to draw Philip from the Council of Castile, which was doing all it could to prevail on him again to abdicate. Stanhope followed the Court to Seville, and laboured with such effect that he obtained the signing of a treaty of defensive alliance between England, Spain, and France, to which Holland afterwards acceded (November 9, 1729). By this treaty Spain revoked all the privileges granted to Austria by the treaties of Vienna, and re-established the British trade with her American colonies on its former footing, restored all captures, and made compensation for losses. The Assiento was confirmed to the South Sea Company. Commissioners were appointed to adjust all claims of Spaniards for ships taken in 1718, and to settle the limits of the American trade. The succession of Don Carlos to Parma and Tuscany was recognised, with the right to garrison the ports of Leghorn, Porto Ferrajo, Parma, and Placentia with six thousand Spanish troops. Not a word was said of Gibraltara silence amounting to a renunciation of its demand by Spain; and that Philip regarded it as such was evidenced by his[60] beginning to construct the strong lines of San Roque, and thus to cut off all communication with the obnoxious fortress by land.
